PITTSFIELD, Ill. — Stating there is no clear and convincing evidence that any residents of Pittsfield are being endangered by COVID-19, the city’s police chief says the department will not be enforcing the stay-at-home order or the state mandate requiring masks in public places.

Chief Michael Starman issued a release on Monday, May 4, noting that Chicago and Pittsfield “have vastly different specific needs and dangers.” He went on to note that he has consulted with the State’s Attorney in making the decision.

“Please note that this does not mean we should immediately return to normalcy. We should still practice social distancing when we can and use a commonsense approach to combating this unprecedented situation,” Starman stated. “We should still try to maintain a six-foot distance, wash our hands regularly and avoid touching our face when we can. We encourage those citizens that are considered ‘high risk’ to continue to take precautions and act as necessary to take care of themselves.”

Chief Starman pointed out that some rules are beyond the jurisdiction of the city police and are state mandates. He pointed out that some businesses who choose to open could be subjected to insurance issues additionally.

“But we will leave that up to you,” Starman stated. “Citizens should also be mindful to the fact that other law enforcement and public health entities have jurisdiction in Pittsfield.”

Chief Starman noted the intent of his press release is to inform residents how the department would be responding to issues concerning COVID-19.

“We will continue to honor the God-given right to the pursuit of life and happiness to the citizens of Pittsfield.”

Starman further pointed out that the stance against enforcing some orders could change if the public health crisis changes in Pittsfield.

“I have decided that until there is clear and convincing evidence that there is a public health crisis in Pittsfield, the Pittsfield Police Department will not be enforcing the recent stay-at-home order or recently mandated face covering requirements.”
