The last decade has brought Clarksville some of its worst flooding in two centuries.
As Congress renews its call for flood control, Clarksville Mayor Jo Anne Smiley warns that the plan must be equitable.
Smiley recently returned from a national conference about the issues affecting the Mississippi River.
A group that included Missouri Republican Congressman Sam Graves recently called for an updated comprehensive flood control plan.
Smiley welcomes the idea, but she and others are wary. They remember a long battle to kill a proposal that likely would have swamped Pike, Lincoln and St. Charles counties while others to the north and east remained dry.
Smiley said a new plan must take into account the full consideration of all the people and communities it impacts.
Three of the Clarksville’s five-worst floods have happened in the last seven years, and all of the top 10 have taken place since 1973.
