A state panel has dismissed ethics complaints filed by former Louisiana City Councilman Tim Carter.
The five-member Missouri Ethics Commission says it found no reasonable grounds that violations occurred.
In March, Carter accused city officials of failing to comply with state law and local ordinances governing the use of public dollars.
An Ethics Commission spokesman said staff looked at the allegations, but could find no proof to back them up. The panel now considers the matter closed.
Carter lost his Third Ward City Council race to Brice Chandler in the April 7th election.
