The City of Louisiana, Missouri announced their selection of R. Stacy Bowerman as the new Director of Economic Development for the City. Bowerman brings extensive experience as an economic development professional to the position and began his new role on May 1st.

Bowerman’s past experience includes leadership positions with a variety of economic development efforts throughout the United States. Most recently he served as President of Holcomb Associates, Inc., a Connecticut-based economic development and management consulting firm.
Before launching Holcomb Associates, Inc., he served as Special Projects Officer for the City of New Haven, Connecticut where he was responsible for all major employer attraction, retention and expansion efforts and the development of four industrial parks. Additionally, he was the co-creator of the Commercial Revitalization District Program and responsible for large grant awards and the coordination of job training and economic development efforts throughout the City. He also served as staff to the New Haven Development Commission, New Haven Development Corporation, two SBA lending corporations and a venture capital investor.
Prior to his work at the City of New Haven, he served as Economist for the Southern Alleghenies Planning and Development Commission in Altoona, Pennsylvania, a regional commission serving six Pennsylvania counties and two metropolitan cities.

Bowerman holds a B.S. in Business Administration with an emphasis in Management from St. Francis University in Loretto, Pennsylvania. He intends to live in Louisiana and has already relocated to the area from Connecticut to begin his duties leading the City’s economic development effort.
The hiring of a Director of Economic Development culminates a nearly year-long effort by the City to identify economic development opportunities in the community and develop a marketing plan to enhance the economic base of the community.
