Missouri House Passes HB 1818, Streamlining Office of Administration Contract Negotiations
The Missouri House of Representatives is looking to improve governmental efficiency with the successful passing of HB 1818. This legislation aims to streamline the contract negotiation process, ultimately benefiting both the State government and vendors.
HB 1818 allows for post-award negotiations with the lowest and best responsive vendor identified in the solicitation process. This legislation empowers the Commissioner of the Office of Administration to oversee negotiations, with the flexibility to waive them when necessary. Additionally, this bill proposes allowing the Office of Administration to negotiate contracts after they have been awarded, aiming to reduce unnecessary costs for the State government and expedite the implementation of awarded contracts, particularly for large IT projects where multiple vendors submit proposals. The bill would enable the Office to move forward with contracts without negotiating with every potential vendor, saving time and effort for both the government and vendors.
