The swollen Mississippi River was forecast to crest today.
Readings of nine-and-a-half feet above flood stage were expected at Louisiana and 10 feet above flood stage at Clarksville.
The Champ Clark Bridge remained closed and parts of Highway 79 between Louisiana and Annada were covered by water. Sections of Routes N, P and W in Pike County Missouri also were flooded.
Some commuters were walking across the Champ Clark Bridge to get to work in Missouri or Illinois. In Clarksville, volunteers and prisoners shored up sandbag levees Tuesday.
The Missouri State Emergency Management Agency has had sand hauled in and has provided money for fuel.
The Clarksville United Methodist Church continued to provide free meals to flood-fighters.
